Proposed Amendment to the Membership Meeting Regulations

Greetings Membership,

As you may know, a set of Membership Meeting Regulations was first prepared in 2012 and was approved by the Membership in a vote, since then the Membership has approved a few amendments to these Regulations, but not since 2016.

These regulations dictate how we organize the Regular and Special Membership Meetings. Like with any set of MCFN Regulations, only Membership can make amendments, and only by a motion at a Membership Meeting followed by a vote at a subsequent Membership Meeting.

The Membership Meeting Regulations cannot be amended by Moose Cree employees or by the Council.

Another amendment has been proposed through a motion at a previous Membership Meeting. This proposed amendment, if approved, will connect Membership in various communities such as Moosonee, Kapuskasing and Timmins via online video conferencing platforms to Membership meetings that are held in Moose Factory. Here is the wording of that motion:

To amend the Membership Meeting Regulations to include a section that requires MCFN to do the following for every Regular and Special Membership Meeting:

  1. Establish a Zoom link with the waiting room feature activated.
  • Reserve hotel meetings rooms in various cities in which a significant number of MCFN Membership reside and inform them they may attend these locations to participate in Regular and Special Membership meetings.
  • Reserve the Moosonee Community Hall and inform MCFN Membership living in Moosonee they may attend this location to participate in Regular and Special Membership Meetings.
  • Have the necessary equipment set up at the Assisted Living Centre and the Elders Apartments Complex so Elders have the option of participating from there.
  • Have the necessary equipment set up to ensure each hotel meeting room and the Moosonee community hall have Zoom viewing capability on one screen.
  • The Zoom link for each Regular and Special Membership Meeting shall only activated at the approved locations as described in points #2, #3 and #4 as determined by Executive Services.
  • MCFN Executive Services will determine what plans need to be in place to ensure that only MCFN Members attend the various locations as described in points #2, #3 and #4.
  • All MCFN Membership aged 18 and over participating in a Regular or Special Membership meeting from the locations as described in points #2, #3 and #4 shall be included in the quorum for each meeting.

The next Regular Membership Meeting will be held on the evening of Thursday, February 23, 2023 at the Thomas Cheechoo Jr. Memorial Community Centre. The Membership present at this meeting will vote on whether or not to approve this amendment as described above.

As Chief, I think this would be a great amendment to the Membership Meeting Regulations as it would allow us to use the technology that we now have available to connect with each other as Moose Cree people in different communities.
