Administration & Communications

One department. Many services.

The Administration & Communications Department is comprised of many sectors and provides the following services internally to all departments and externally to our MCFN citizens:

Membership Services

  • Issuing Indian Status cards;
  • Authorized “Commissioner” for signing and stamping legal documents, oaths, certified copies;
  • Assisting with applications for birth certificates, Indian registration, Gas Tax exemption, administration of on-reserve estates and other forms;
  • Reporting events to INAC for the Indian Registry System [births, deaths, marriages, divorce];
  • Maintaining the Band Membership Registry;
  • Processing Applications for Band Membership and Band Transfers;
  • Preparing residency letters for Health Card renewal and taxation purposes;
  • Chief Electoral Officer for By-elections for Elected Officials and Ratification Voting of major agreements.

  • Electronic billboard programming;
  • Video/audio recording of MCFN events;

Information Technology

  • Manages computer network systems – Local Area Network, Wide Area Network;
  • Purchasing and upgrading email server and main servers;
  • Purchasing, set-up, and installation of new and replacement computers – workstations, laptops, tablets and multi-purpose copiers/printers/fax machines;
  • Purchasing and programming MCFN email accounts on new cellphones;
  • On-site troubleshooting issues with Internet connections, computers, printers/copiers and other equipment;
  • Removing files from old computers and restoring to original settings;
  • Managing telephone & voice mail systems and security surveillance system.

Governance

  • Managing MCFN General Elections, By-elections and Election Appeals;
  • Managing Ratification Voting process for Resource Development Agreements [i.e. DeBeers IBA, OPG Amisk-oo-skow Agreement; Detour Gold]
  • Collaborating with Leadership Committee and legal counsel (as required) in drafting and updating MCFN Election Regulations; Membership Meeting Regulations; General Rules for Ratification Voting; Recall Election Regulations; Code of Conduct for Officials; By-laws;

Management

  • Annual budget preparations;
  • Financial management of budgets in excess of $2M;
  • Member of the Senior Management Team;
  • Member of the Emergency Operations Control Group;
  • Resource person for the Leadership Committee and the Finance & Administration Committee;
  • Attending monthly Committee meetings and Council meetings as required.
  • Participates in recruitment, hiring orientation and evaluations of departmental staff;
  • Supervision of eight (8) departmental staff;
  • Develops & implements administrative policies & procedures;
  • Prepares proposals for funding;
  • Prepares quarterly reports to MCFN citizens & monthly reports to Committees

Administrative Support

  • Receiving and dispatching mail and parcels to and from Canada Post and others;
  • Ordering, receiving and distribution of office supplies, janitorial supplies, furniture and small equipment;
  • Receiving and forwarding telephone calls to the appropriate staff and handling routine calls;
  • Greeting and re-directing clients, guests and the general public;
  • Coordinating committee meetings;
  • Custodian [janitorial] services at MCFN main office and executive services;
  • Sending/receiving and registering incoming faxes
